I have a 600 sq./ft. apartment what's the cheapest way to get a/c+lighting+refrigeration?

Q) In the days following the world premiere of the FCX Clarity at the LA Auto Show, Honda invited a select group of journalists to drive a pair of pre-production examples in Santa Monica. As pre-production samples, these two cars are essentially hand built but using production tooling. However, when well-to-wheels CO2 emissions are evaluated in comparison to gasoline engines, steam reformation and fuel cells show a sixty percent reduction. For solar powered electrolysis, Honda has proton exchange membrane electrolyzer that basically functions as a fuel cell in reverse and is eighty percent efficient. Are we being gouged by the electric company?

Q) I've noticed a new charge on our electric bill called PCA. It was explained that it stands for Power Cost Adjustment, which varies from month to month to compensate for the regular fluctuations in the price of the coal and natural gas used to generate the electricity you consume. What a crock! Our house is totally electric. Our last bill was $423.00 for the electricity...the PCA charge was $268.00. Doesn't the cost of the electricity already factor in the cost of making it? But now we have to pay for it to be generated. I think a wind generator made specifically for one home's electrical needs would be money well spent. Any ideas if this PCA charge is legal? Any ideas on where we can find alternate sources of electricity for our home? As high as the bill is, we're going to be left in the dark anyway.

Why don’t we utilize the heating power of volcanoes to make thermal electric power stations?

Water is boiled by coal, natural gas or atomic power. Why don’t we use the heat form volcanoes? This question is for scientists, who can think of a way utilize that wasted heat.
